Arkansas Republican congressman to run against Senator Pryor

Little Rock, Arkansas (Reuters) - Arkansas Republican Congressman Tom Cotton will formally announce next week that he will run against Democratic U.S. Senator Mark Pryor in what is likely to be one of the most hotly contested 2014 U.S. Senate races, a Republican source said on Wednesday.

The source, with direct knowledge of the decision, said Cotton has scheduled an event in his hometown of Dardenelle, Arkansas, for August 6 to announce his challenge to the moderate Pryor, one of the most vulnerable Democratic incumbents in the Senate.

Explosions rock Central Florida gas plant | Video

A large series of explosions rocked a gas plant in Lake County late Monday, causing multiple casualties and forcing the evacuations of residents at least a mile away, authorities said.

About two dozen people were working the night shift at Blue Rhino, a propane-tank business. By 2 a.m. Tuesday, all employees were accounted for, said Lt. John Herrell, a Sheriff's Office spokesman.

There were no reports of fatalities, Herrell said. At least seven people were taken to hospitals, he said.

"As tragic as it started out to be, it's looking like a better situation," Tavares Mayor Robert Wolfe said.

Three men were flown to Orlando Regional Medical Center in critical condition with burns, a hospital spokeswoman said.

One person was in critical condition at Shands Hospital in Gainesville, and one man was in stable condition at Ocala Regional Medical Center. Two patients went to Florida Hospital Waterman, Herrell said.

The first explosions began a little before 11 p.m. at Blue Rhino, 300 County Road 448, and lasted for more than half an hour. The blasts began again about 12:30 a.m. Tuesday in tractor-trailers loaded with pallets of propane tanks, Tavares Fire Chief Richard Keith said.

The plant had about 53,000 20-pound propane cylinders on site, and nearly all were thought to have exploded, said Joyce Ross, a Tavares city spokeswoman.

The cause is being investigated.

"I heard loud boom sounds," said Lisa Garner, 43, who lives in Lakeside, a Tavares subdivision. "I thought somebody ran into my house."

The first blasts happened inside the plant, Lake County Sheriff Gary Borders said. After the second round, Tavares Fire Chief Richard Keith pulled his firefighters out for fear that they would be injured.

The giant flames had subsided a bit by 1 a.m., when Herrell met with reporters about a mile from the plant. By 2:30 a.m., the fire was contained and residents were allowed to return to their homes.

Herrell said at least 200 fire rescue, EMS and law enforcement officers from various law enforcement agencies responded.

"It's a very dangerous scene," Herrell said, adding that there were no reports of injuries among the first responders. "All I know in speaking with the fire chief is they have to proceed very cautiously."

Relatives of workers were encouraged to go to the Lake Technical Center's Institute of Public Safety on Lane Park Cutoff in Tavares.

Residents described sounds similar to a shotgun or fireworks and saw bursts of light and a bright orange glow above the treetops, they said. Some reported a "giant fireball" in the sky.

The sight of flames was reported more than five miles away. The vibrations could be felt as far away as Mount Dora.

Scores of people lined on Lakeshore Drive near Lake Dora and gathered in a park in downtown Tavares to watch.

C.R. 448 was closed for several miles east of the plant.

Blue Rhino relocated to Tavares about seven years ago, according to an April 2006 article in the Orlando Sentinel. Its headquarters is in North Carolina.

(AP) ? Declaring child prostitution a "persistent threat" in America, the FBI said Monday that authorities had rescued 105 young people and arrested 150 alleged pimps in a three-day sweep in 76 cities.

The agency said it had been monitoring Backpage.com and other websites as a prominent online marketplace for sex for sale. Backpage.com said that it was "very, very pleased" by the raids and that if the website were shut down to the advertisements, the ads would be pushed to sites that wouldn't cooperate with law enforcement.

The young people in the roundup, almost all of them girls, ranged in age from 13 to 17.

The largest numbers of children rescued in the weekend initiative, Operation Cross Country, were in the San Francisco Bay and Detroit areas, along with Milwaukee, Denver and New Orleans. The operation was conducted under the FBI's decade-long Innocence Lost National Initiative. The latest rescues and arrests were the largest such enforcement action to date.

"Child prostitution remains a persistent threat to children across the country," Ron Hosko, assistant director of the bureau's criminal investigative division, told a news conference. "We're trying to put this spotlight on pimps and those who would exploit."

In Operation Cross Country, federal, state and local authorities cooperated in an intelligence effort aimed at identifying pimps and their young victims.

The FBI said the campaign has resulted in rescuing 2,700 children since 2003. The investigations and convictions of 1,350 individuals have led to life imprisonment for 10 pimps and the seizure of more than $3.1 million in assets.

In their efforts to identify child victims, investigators seek help wherever they can find it ? in some cases from adult prostitutes, Hosko said. He said almost all the victims in sweeps like the one over the weekend are girls and that the profiles of the victims cut across racial lines and boundaries of wealth.

Social media are a common denominator in many of the rescues.

"We are seeing it more and more, kids being put out on the street and being trafficked because of the Internet," said Detective Angela Irizarry of the Hayward Police Department, not far from San Francisco. "Many of these kids come from runaway or group homes and they feel like this is the only way for them to survive on the street."

She said her department identified three girls, ages 15, 16 and 17 and a woman seen dropping off two of the girls was arrested as a pimp. One of the girls was a runaway, another had been missing from a group home for several months and a third ran away off and on from her family's home, Irizarry said. The detective said she had not had a chance to speak with the girls and does not know how long they had been involved in prostitution, but that one of them "is denying any involvement of the individuals we had arrested for pimping. That is typical. Usually these girls don't immediately give up their pimps."

Irizarry said a multi-agency, cross-country effort was necessary because local police departments do not always have the resources to investigate tips about child sex trafficking.

Last year, five members of the Underground Gangster Crips contacted teens at school or through Facebook, DateHookUp.com or other online social networking sites, enticing the girls to use their looks to earn money through prostitution.

As for websites, Liz McDougall, the general counsel for Backpage.com, said that if that site were shut down to the advertisements in question, the information that can lead to the rescues would be lost to law enforcement because the ads would be pushed to "offshore uncooperative websites."

"We feel very strongly that we're doing the right thing, and we're going to continue to do the right thing and we congratulate the FBI and everybody with the task forces involved in the program," said McDougall.

In earlier sweeps, child prostitution victims have been recovered at major sporting events ? including the NCAA Final Four and Super Bowl, Hosko said.

In the 1990s, gangs took control of street prostitution across America; that forced pimps to move girls into sporting events where security existed, said Dr. Lois Lee, founder and president of Children of the Night, a nonprofit group that has rescued 10,000 children from prostitution since 1979.

Hosko said the plight of the young people often goes unreported to authorities because the children in many instances are alienated from their families and are no longer in touch.

In Oakland, Calif., police Lt. Kevin Wiley said authorities are "always afraid" for the girls.

"They usually get into this because they are running away from something else," said Wiley. "You're trying to find out what brought them into this lifestyle in the first place. It goes way beyond law enforcement to solve this epidemic."

Pimps operate wherever vulnerable potential victims can be found. Some are being recruited right out of foster care facilities, Hosko said.

For the past decade, the FBI has been attacking the problem in partnership with a private group, the National Center for Missing and Exploited Children.

John Ryan, the head of the center, called the problem "an escalating threat against America's children."

The Justice Department has estimated that nearly 450,000 children run away from home each year and that one-third of teens living on the street will be lured toward prostitution within 48 hours of leaving home.

Congress has introduced legislation that would require state law enforcement, foster care and child welfare programs to identify children lured into sex trafficking as victims of abuse and neglect eligible for protections and services.

"In much of the country today, if a girl is found in the custody of a so-called pimp she is not considered to be a victim of abuse, and that's just wrong and defies common sense," Sen. Ron Wyden, D-Ore., said during a Senate Finance Committee hearing last month. Wyden co-sponsored the legislation with Sen. Rob Portman, R-Ohio.

Sanford man thrown from golf cart, driver arrested for OUI

Cumberland County Sheriff's deputies said a Sanford man was taken to Maine Medical Center with life-threatening head injuries after he was thrown from a golf cart at the Point Sebago Resort late Saturday night.

Deputies said John MacKay, 52, was taken to Maine Medical Center by helicopter, while the driver, Gary Belinsky, 59, of Westford, Mass., was arrested and charged with operating under the influence.

Belinsky is being held on $300 bail at the Cumberland County Jail.

Summer Baseball Report (July 28)

As the summer winds down, some pitchers and position players are wrapping up their stints with their respective teams. Nearly half of the ECU players that started the offseason playing summer ball have gone home to maximize some much-needed rest, and a few more Pirates joined them this week.

East Carolina Pirates

Jeff Hoffman threw seven shutout innings in his final start with the Hyannis Harbor Hawks this week.

In his last start with the Hyannis Harbor Hawks (Cape Cod League), Jeff Hoffman threw another gem to conclude his summer. The tall right-hander tossed seven shutout innings, allowing four hits, striking out 10 and walking just one. Hoffman took a no-decision in the eventual 1-0 win on Wednesday.

The rising junior and potential 2014 MLB first-round pick finished the summer with a 2-0 mark and a 3.69 ERA in four starts. Hoffman struck out 33 and walked just five in 24 1/3 total innings.

Tyler Bolton (Wilmington Sharks ? CPL) allowed just three hits and two runs in seven innings of work on Tuesday to keep his streak of quality starts going. Bolton overcame five walks by punching out eight and took a no-decision to keep his spotless record intact at 5-0.

Nick Durazo of the Asheboro Copperheads (CPL) picked up his second win of the summer on Saturday in a 17-5 victory over Petersburg. Durazo pitched a scoreless inning in relief, striking out two, to improve to 2-1 on the season with a 1.82 ERA.

Durazo?s teammate, Dylan Dickens, continues to have one of the best relief seasons in the CPL. Dickens closed out a 2-1 win for the Copperheads over Martinsville on Friday to earn his seventh save of the season. The right-hander now holds a 0.75 ERA in 10 appearances.

Justin Taylor took his sixth loss of the season for the Morehead City Marlins (CPL) in a 4-3 loss to Edenton on Friday. Taylor gave up four runs in four innings to fall to 1-6 with an ERA of 4.62.

Outfielder Dylan Brown has put together a four-game hitting streak for the Marlins to up his average to .236 in 24 starts. Brown is slugging .404 and has five hits in his last four contests. Fellow Marlins outfielder Andrew LaMura is hitting .200 through 30 games.

Peninsula Pilots (CPL) outfielder Garrett Brooks is batting .242 with 10 RBIs, 19 stolen bases, and a .390 on-base percentage in 41 games (25 starts).

Pilots? reliever Grayson Bailey had his first bad outing in a while on Saturday evening. Bailey gave up three runs in one inning, but still carries solid numbers overall with a 3.98 ERA in 17 appearances.

Catcher Luke Lowery cranked his fourth home run for the Wilson Tobs (CPL) in a 4-3 loss to Fayetteville on Saturday. After a slow start, the power-hitting backstop has his average up to .263 and he?s slugging a solid .495.

Hayden White has wrapped up his stint in the New England League with a 1-2 mark and a 4.65 ERA over 9 2/3 innings with the Laconia Muskrats.
